Title : National Space Situational Awareness Initiative – Architecture Design for Korean Space Situational Awareness System
 
Abstract :
 Major advanced space development countries, including the U.S., Europe have already been pursuing policies and developments on Space Situational Awareness (SSA) in order to ensure the safety of space assets and protect them. There are three types of disaster risks posed by the dangers of space on the Earth¡¯s surface: man-made space debris objects, potential impacts of Near-Earth Objects (NEOs), and the effects of space weather phenomena (Tsujino 2012; ESA 2015). The threat posed by outer space has become one of the important global issues and SSA is also emerging as a new agenda of space development. In particular, SSA has been recognized to be an essential prerequisite for the safe conduct of space activities. Because SSA is invariably linked to threats and hazards, but SSA can also provide opportunities to both mitigate or reduce the hazards, and even to benefit from the potential resources present in both man-made and natural space objects (Kennewell & Vo 2013). The high-level SSA objective is to provide to the users dependable, accurate and timely information in order to support risk management on orbit and during re-entry and support safe and secure operation of space assets and related services (Del Monte 2007b; Rathgeber 2008a, 2008b). In May 2014, Korea established the preparedness plan for space hazards according to the space development promotion act which is amended to take action with respect to hazards from space. This plan is largely composed of three main items such as System, Technology and Infrastructure. In this talk, I will particularly focus on the technology for the national space situational awareness initiatives. Especially, the risks of space objects associated with re-entry and collision – the main subjects of concern for SSA – and corresponding SSA system will be presented. Then I will discuss the strategic R&D area for the national SSA system.
